Well, most browsers come equipped with Flash, so it's not going to be a big deal. As for Firefox, the Flash player is not that big - I know; I have 56K, so it's not a problem. Also, I have a backup navigation at the bottom for those on ancient browsers.
I don't prefer to use JavaScript because users could have disabled JavaScript on their browser, so my navigation would be useless.
well, browsers nowadays are JavaScript enabled.
